The CARL Data Consortium grew out of a proposal drafted by Laine Ruus, University of Toronto, and presented to the Directors of CARL in 1989. Part of this agreement with Statistics Canada was that only one copy of the data products would be given to the CARL Data Consortium and that this single copy could then be redistributed by CARL to the constituents of this consortium. The University of Toronto served as the distribution point and has provided yeoman's service in disseminating copies of the data to consortium members.
