Notes: The main portions of the address given by Commissioner A. B. Perry of the North-West Mounted Police were printed in the "Regina Morning Leader." Perry's address is an historical survey of the establishment of law and order in western Canada. The survey starts with a discussion of the role of the Hudson's Bay Company, the impact of the North West Company, the establishment of the Red River settlement, Indian-white relations, the massacre at Seven Oaks, the Riel Resistance of 1869-1870, the establishment of the North West Mounted Police, the Riel Resistance of 1885 and the current role of the police.
