A government pamphlet which tries to counter the charge that the government of Sir John A. Macdonald was responsible for the outbreak of the Riel Resistance. The pamphlet argues that the government's land and survey policies were not responsible for causing discontent. It further looks into the question of the Indian titles and Métis petitions. In short, it places the blame on Louis Riel for causing the Resistance.
