Abstract:
Major General Duong Van Minh outlined the broad objectives expected of the Council of Notables at its first meeting on 2 January 1964 as advising the Military Revolutionary Council regarding the revision of the constitution, the safeguarding of civil liberties, and the development of a "legal and constructive opposition". The Vietnamese Buddhist leadership established a new national Buddhist association, to be called the Vietnamese Unified Buddhist Clergy, during its three-day unification congress at Xa Loi Pagoda, but differed on the actions to be taken by the hierarchy as a political force. Premier Nguyen Ngoc Tho was attacked in leaflets distributed at a Cao Dai rally in Tay Ninh, but the Military Revolutionary Council reaction to attacks on Premier Tho was unclear.
