Abstract:

The Viet Cong (VC) has made a countrywide effort to organize a hamlet and village level governmental apparatus which, in conjunction with the urban-based Alliance of National Democratic and Peace Forces, was to have been the base for an apparently "legitimate" Communist control of South Vietnam. Captured VC documents attest to the failure to create this apparatus following Tet and call for further efforts. Propaganda output claims that much has been accomplished. In actuality, the attempt has shown little unity of purpose, little evidence of tight control, and little evidence of success. Controlled election or appointment has placed party members into the new apparatus in the delta. Virtually nothing has been accomplished in II and III Corps. But even where expressly attempted, the effort has been met by popular apathy, and the cadres themselves seem confused. In the final analysis, it would appear that this ambitious program to consolidate control has revealed instead the fragility of VC control and the VC's limited ability to convert access into meaningful control in a positive political sense. Given a different environment, however, such as a cease-fire, the VC potential to organize remains. Moreover, the lack of real success does not mean that success cannot be proclaimed for world consumption.
