Abstract:
Politburo member Le Duc Tho's lengthy and candid account of the difficulties encountered by the North Vietnamese party leadership in implementing its directives during the past year has revealed the continued existence within North Vietnam of opponents -- probably at the middle and lower levels -- of the regime's policies. Tho leveled some serious charges against "a number of comrades" for failing to follow the central committee's policies on the war, and for failing "to realize clearly the deceptive peace negotiation plot of the enemy." His failure to threaten drastic retaliation, however, suggests that he does not feel these people currently pose a threat to the regime. Similar charges have been made in past years against party members. Tho's account, however, provides some of the most detailed information yet received on the specific policies which are meeting with opposition in North Vietnam.
