Abstract:
The public statements of North Vietnamese leaders since the 24 December cessation of air attacks indicate that they would insist on discussing a political settlement of the war only on Communist terms. The general theme of North Vietnamese propaganda since the lull has been a reiteration of intent to continue the fighting regardless of the current US peace initiatives.
