Abstract:
This report is prepared on a monthly basis at the request of the Secretary of Defense for an evaluation of certain aspects of the ROLLING THUNDER Program. The report covers three general areas of concern: Effects on Military Targets; Leadership and Public Reactions; and Effects on the NVN economy. The discussion of political effects is limited to those developments within North Vietnam which relate to Hanoi's attitude toward continuing the war and the effects the ROLLING THUNDER attack on civilian morale in North Vietnam.
