Abstract:
Ashmore said he did not see Ho Chi Minh nor Pham Van Dong. He and Baggs were installed in a villa and their sessions were exclusively with Hoang Tung, the editor of Nhan Dan, the official Lao Dong Party newspaper. Hoang Tung would talk to them three hours at a time, then go talk to government representatives, then return to talk with him and Baggs again. Ashmore said an aide-memoire was finally produced from these sessions which offered Phnom Penh as the negotiating site. This aide-memoire was turned over to Ambassador Sullivan in Laos. At this point, Ashmore said he and Baggs got out of the act and returned to Washington as quickly as possible to brief Ambassador Harriman in detail.
