Abstract:
Five National Salvation Front (NSF) leaders met --- to discuss President Johnson's announcement of a partial pause of the bombing of North Vietnam. One of them, Mai Van Dai, asserted that the announcement was confirmation of the existence of a secret agreement between the Americans and the Viet Cong (VC). NSF Secretary General Nguyen Xuan Oanh disputed this view and said the announcement was caused by the drop in Johnson's popularity. Oanh said he had recently told President Thieu that in order to have peace South Vietnam would have to negotiate with the National Liberation Front.
