Abstract:
A Delegation of the SVN would arrive in Paris by 20 November to participate in peace negotiations. Although the SVN Delegation would be seated at the side of the Americans, it would demand direct conversations with the representatives of Hanoi on certain topics concerning relations between the North and South and would not permit the American Delegation to speak for it. Madame Binh, Head of the NLF/SV Delegation, has always been accompanied on trips abroad by Madame Ma Thi Chu, who is allegedly Maoist.
