Abstract:
Reports in August 1966 from ---- Quang Ngai Province set forth the Viet Cong (VC) local political objective of organizing elections for village and province peoples's councils in order to create the semblance of a democratic-styled government that the VC continuously had taken pains to espouse in their political propaganda. The proposed elections could not be fully organized throughout the region, and in many areas in which the VC attempted to organize them, it was clear by about 26 September 1966, that these efforts had met with only limited success, and shortly thereafter the VC became rather silent on the subject of elections in these localities.
