Abstract:
The South Vietnamese exiles are of little practical political consequence in Vietnam at this time. They do not constitute a cohesive group, and none of them has the political following or support with which to create a viable third force movement or even to serve as a nucleus around which such a movement could be formed. If they are ever to play a significant political role, it will almost certainly be because of factors over which they have little control. In time, it could come to serve as political ornamentation in an indigenous movement in South Vietnam. Even under these circumstances, strong outside support would be necessary.
