China and the Government of North Vietnam are "encouraged" by the recent announcement of increased US troop strength in Vietnam. --- Chinese First Secretary ---- feels that the troop increase clearly shows that the US is in serious trouble in its struggle with the National Liberation Front (NLF) despite all of its public pronouncements to the contrary.
