Abstract:
The Viet Cong (VC) have telling cadres in Thua Thien Province that they want to take Thua Thien and Quang Tri Provinces at any cost. In villages of Quang Dien District, Thua Thien Province, the National Front for the Liberation of South Vietnam (NFLSV) has told the people that it will fight against the enemy by infiltrating bases and annihilating their forces and that it will be resolute in opposition to the Government of Vietnam (GVN) and the United States in order to break the GVN pacification plan. The VC were organizing in late March in Nam Hoa District a village for "liberated families" of VC cadres who had deserted from the GVN. The VC also had instructed cadres to obtain copies of regulations for GVN pacification teams to be used to distort the policy of this program. Leaflets being circulated did, in fact, misrepresent the pacification policy of the GVN.
