Abstract:
In Chau Doc Province, the reduced rice harvest resulting from the 1966 floods and the inflated price of finished rice are causing financial difficulties for the Viet Cong (VC). The VC are being forced to collect money in lieu of rice and to become more dependent on "self-reliance" units. The VC Military Region II subsidy to the districts in VC An Giang Province, which includes Chau Doc Province, will have to be more in 1967 than it was in 1966. As one means of obtaining more funds, the VC in Chau Doc Province have taken over the exploitation of the province's canals and fish ponds.
