Abstract:
Prior to his departure for Hawaii on 6 February, Prime Minister Nguyen Cao Ky directed the appointment of Colonel Nguyen Ngoc Loan as Commissioner of the Central Intelligence Organization (CIO). Loan assumed his new duties of 7 February. Loan retains his position as Chief of the Military Security Service (MSS), and intends to direct both CIO and MSS personally. I Corps Commander General Nguyen Chanh Thi had recommended earlier that National Police Director Colonel Pham Van Lieu be given the CIO job in addition to his police duties. Ky thought such a selection politically unwise. Furthermore, Ky entertains a basic distrust of Thi and Lieu. Ky chose Loan because Loan is trustworthy, has no political affiliations, and has kept clear of controversy. Loan's appointment probably would not result in unusual power over the intelligence community being centered in one person.
