Political situation in South Vietnam: The "Baby Turks" desire reforms but agree that Ky government should retain power; Hue is returning to normal; pro-government demonstration in Phu Yen Province. Cambodian Prince Sihanouk announced forthcoming "summit" conference between Cambodia, North Vietnam, and South Vietnam Liberation Front to sign "solemn agreements".
