Abstract:
The Situation in Vietnam [assessment of South Vietnam's internal situation, progress of the war and foreign affairs. Political situation: effectiveness of the Quat's govt., effects of the cabinet crisis, dissolution of the AFC, militant Catholic criticism, coup plotting and Buddhist support; military situation: increase in Viet Cong activities, acts of terrorism, ambushes, and attacks in northern provinces, rural reconstruction operations. Progress of the war: Soviet military aid to North Vietnam; Soviet military agreements with North Korea; Hanoi rejection of US proposal that VC attacks be halted as a condition to the mid-May pause in US air strikes; China policy on negotiations with imperialist countries, and on Pres. Johnson's proposal for unconditional discussions. Foreign relations: assessment of South Vietnam's relations with the UAR, Malagasy Republic, Kenya, Ethiopia, and India; military aid from the Philippines, Australia, New Zealand, South Korea, and the Republic of China.
