How We Should Move [clarification of the
nature of the US commitment to South Vietnam
and discussion of how to present it so as to
obtain maximum freedom of unilateral action:
the US commitment is contingent on a
continued South Vietnamese desire for US
assistance and presence, and on responsible
political behavior in South Vietnam,
including the establishment of a reasonably
effective govt. These contingencies must be
presented in a way that does not imply a
policy reversal or an ultimatum. Discussion
of relation of the restatement of policy to
US troop deployments, US testing of South
Vietnamese political and military
performance, and prenegotiation contacts with
