Contacts with Vietnamese generals, 23 August through 23 October 1963 [chronology of meetings among Amb. Lodge, Gen. Harkins and Vietnamese generals Tran Van Don, Nguyen Khanh, Duong Van Minh, Tran Thien Khiem, and Ton That Dinh re overthrow of the Diem regime. Outline of US policy: US agrees Nhus "must go"; question of retaining Diem or not will be left to the generals; US cannot assist during initial action; US will provide support during interim period of breakdown of central govt. mechanism; if Nhus did not go and Buddhist situation is not redressed, US will end economic and military support; US hopes bloodshed can be avoided or kept to a minimum].
