[Vietnam and Vietnam War] The Situation in South Vietnam [political situation: tension is increasing in anticipation of a govt. reorganization; Khanh will replace Gen. Minh as chief executive and will hand over the cabinet to civilians; Defense Min. Khiem is moving toward a more overt role; Gen. Xuan's past intelligence connections may make him a danger to the regime; a possible coup involving military supporters of Madame Nhu is rumored. Military situation: US Mission proposes an intensified US-GVN pacification effort in eight critical provinces; Viet Cong activities have increased sharply, particularly terrorist operations, indicating that govt. programs have not affected VC communications or capability to regulate the tempo of insurgency; casualty and weapons loss ratio favors the VC; details of military activity in I-IV Corps zones and Tien Giang tactical area and progress in pacification of critical provinces.
