Abstract:
The Situation in South Vietnam [political situation: Information Ministry denies story that Khanh will turn premiership and cabinet over to civilians; Defense Min. Khiem states the present political course will lead to defeat; Khanh feels that only the military is capable of leading the country. Military situation: Viet Cong activities have decreased although terrorism and sabotage remain high; ARVN ground operations have increased but with unsubstantial results; violent VC reaction has slowed progress in province pacification; casualty and weapons loss ratio favors VC; details of military activity in I-IV Corps zones and in Tien Giang tactical area and progress in pacification of critical provinces. Third country developments: France states that NFLSV is not Communist-dominated but represents significant nationalist elements; France and Cambodia continue to support neutralization; the People's Republic of China threatens all-out war to increase international pressure on the US to negotiate the Laotian question at a Geneva-type conference].
