Abstract:
The Situation in South Vietnam [political situation: govt. officials complain that Khanh is reluctant to delegate authority and distrusts civilian politicians; Vice Premier Hoan has launched his United Nationalist Forces, formed of leading political parties and religious groups, to provide a broad political base for the regime; Defense Min. Khiem seems to be the mainstay of the Khanh govt. Military situation: the Joint General Staff is reinforcing areas near Saigon against Viet Cong attack; VC may soon attempt to destroy VOA and Radio Hue transmitters; VC casualties are light, ARVN casualties heavy; estimate of VC force strength has been revised from 23,000-27,000 to 28,000-34,000; pacification program shows little progress; details of military activities. Third country developments: UNSC team investigating the Cambodian-Vietnam border issue may recommend that the border be demarcated and regular Cambodian troops replace the militia in border areas].
