Abstract:
The Situation in South Vietnam [political situation: new govt. organization will consist of separate executive, legislative, and judicial branches under the Military Revolutionary Council; Gen. Khanh will be President, Gen. Khiem First Deputy Chairman, Gen. Ky Third Deputy Chairman, and Gen. Thieu Secy Gen. Military situation: Viet Cong activity has increased, particularly terrorist operations; govt. maneuvers have decreased, but casualties have risen; province pacification effort cannot be expanded until present holdings are consolidated; casualties and weapons loss ratio favors the VC; details of military activity and progress in pacification of critical provinces. Economic situation: gold and piaster prices fell on the black market; wholesale price of rice has risen. Third country developments: Vietnam has sent high-level officials to South Korea, Tunisia, and Nationalist China; Cambodian govt. challenges Khanh's statement that Phnom Penh is in collusion with the VC].
