Abstract:
South Vietnamese military will propose to PM Huong that Amb. Taylor be declared png and be requested to withdraw; the request is the result of the insult suffered by the military at the Dec. 20 meeting among Amb. Taylor, Khanh and generals, and of the feeling that Amb. Taylor's inflexible attitude will not lead to a change in ineffective action against the Viet Cong, and of the hope that the proposal will shock the US Govt. away from considering a negotiated settlement.
