Abstract:
The Situation in South Vietnam [political situation: PM Quat has taken steps to stabilize the govt. and improve pacification, refugee, and psychological warfare programs; rivalries among the military continue, however, and there is some reluctance to move against Feb. coup leader Pham Ngoc Thao. Military situation: Viet Cong operations are at a low point; North Vietnamese units have been identified in South Vietnam; South Vietnamese operations remain at the same level; casualty and weapons loss ratio favors South Vietnam; pacification efforts are at a standstill. Third country developments: Cambodia has threatened to break relations with the US over border violations; Philippines will send a medical team to South Vietnam.
