Abstract:
The Situation in South Vietnam [political situation: mutiny was staged against Adm. Chung Tan Cang in protest of corrupt practices; PM Quat, in order to stem military infighting, has reorganized the command structure to eliminate commander in chief and chief of staff and hopes to dissolve the Armed Forces Council; this reorganization would remove Catholic influence from top military echelons; Buddhists continue efforts to develop an anti-Communist posture; govt. welcomes Pres. Johnson's Johns Hopkins speech. Economic situation: dredging of Da Nang harbor has begun; rice distribution and prices have not improved. Military situation: success of Viet Cong military operations has been limited; South Vietnamese forces have maintained high tempo of offensive operations; casualty and weapons loss ratio favors South Vietnam; little progress has been made in province pacification. Third country developments: world reaction to Pres. Johnson's speech was favorable; Cambodian fatality took place during a border violation by South Vietnam.
