Abstract:
The Situation in South Vietnam [political situation: PM Quat wishes to postpone punishing rebel navy officers pending a military inquiry into their charges against Adm. Cang; Quat may have been involved in the suspension of Cang; no action has been taken on plans to reorganize the armed forces command; Buddhists are holding prayer services for the victims of Viet Cong atrocities. Military situation: VC low level of operations indicates preparation for an offensive; South Vietnamese operations have decreased; casualties and weapons loss ratio favors the VC; pacification efforts will be extended to I, II, and IV Corps. Economic situation: rice prices continue to climb, and rice taxation constitutes the major portion of Communist tax revenue. Third country developments: Cambodian request for a Geneva Conference on Cambodia has been countered with a South Vietnamese request for renewed bilateral discussions; Philippine medical team has arrived in Saigon; New Zealand agrees to send a small combat unit.
