Abstract:
The Situation in South Vietnam [political situation: PM Quat has carried out command changes and dissolution of the AFC, thereby consolidating civilian control over the armed forces; repeated postponement of the cabinet changes may indicate difficulties in enlisting Catholic cooperation; religious tension is increasing. Economic situation: Viet Cong persist in interfering with rice deliveries, and merchant speculation continues to increase prices. Military situation: Viet Cong incidents have increased in boldness and violence; govt. operations have maintained the same tempo; casualties and weapons loss ratio favors the VC; province pacification efforts have concentrated on refugee relief; village and hamlet chiefs have borne the brunt of VC terrorism. Third country developments: Republic of Korea will send additional personnel; Australians approve their govt.'s decision to send a battalion; Philippines will send an engineer battalion.
