The Situation in South Vietnam [political situation: new Ky govt., its cabinet, charter, and 26-point program of military, social, and economic reforms. Military situation: Viet Cong military activities and efforts to block land lines of communication, South Vietnamese operations and increasingly defensive postures, VC and South Vietnamese casualties and weapons loss statistics, returnees under the defector program, refugee resettlement, and psychological warfare operations. Economic situation: shortages of goods, price increases, and increased hoarding resulting from intensified VC activity. Third country developments: preparations for the Afro-Asian Conference, SVN determination to break relations with France, delay in Philippine assistance.
