offensive did not materialize although there
was an increase in military activity aimed at
preventing allied forces from participating
in sweep operations in the rice-growing areas
of the coastal provinces; terrorist actions
have been directed against the Revolutionary
Development Program; collection of cash taxes
has been emphasized; lower-level committees
have been criticized for not fulfilling their
mission, and third-country advisers have been
accompanying troops; an interprovincial
combat regiment has been formed].
