Campaign progress, problems and plans

not well-organized and not much has been done
to obtain Saigon and Catholic support for
Thieu and Ky; Thieu will speak on the radio
and television, and Ky will continue to
travel in his capacity as PM; no financial
planning for the campaign has been made;
campaign themes will revolve around the
Thieu-Ky ticket not being a military ticket
and Thieu and Ky not being dictators].
