Abstract:
1. North Vietnamese Officials' Statements to WIDF Delegation Stressing Desire for Early Negotiations to End War on Basis of Points Specified by Communists. 2. WIDF Delegation Member's Account of Bomb Damage, Economic Hardship, and Defense Measures in North Vietnam [North Vietnamese leaders wish to initiate negotiations on the basis of the four points of Geneva and the five points of the NFLSV, do not want negotiations to be taken up at the UN (which they feel is maneuvered by the US), would like the Viet Cong to be referred to as NFLSV rather than as VC meaning Viet Communists, and emphasize that there are no North Vietnamese military units in South Vietnam. Hanoi leaders also discuss the great damage caused by US bombing and report that everything around Hanoi has been destroyed; they expect massive bombardments and an invasion].
