Abstract:
The Situation in South Vietnam [political situation: government/Buddhist confrontation over transition to civilian rule continues with mass demonstrations and Viet Cong political agitation. Economic situation: the government plans to raise taxes on rents and luxury items but feels it can go no further to comply with the Honolulu agreements; the government increase in rice prices will upset the US Mission plan of lowering and stabilizing prices before increasing the government purchase price; the price of gold has increased and price of the dollar has fallen. Military situation: Viet Cong incidents have increased as have South Vietnamese and US operations; casualty ratios favor US-SVN. Province pacification: An Giang has become a priority area; the returnee (Chieu Hoi) rate and the number of refugees have increased. Bloc developments: DRV is continuing its carefully balanced political support of Peking and Moscow despite Hanoi's participation in the Soviet party congress. Third-country developments: Cambodia has taken steps to prevent the VC from establishing hospitals and settlements in Cambodia but has given the VC rice; the Israeli press has reacted violently to the possibility of Israel's establishing diplomatic relations and providing aid to SVN; New Zealand will increase personnel sent to SVN].
