Abstract:
Memo, dated 20 September 1966, from Richard Helms, Director of CIA, to Walt W. Rostow, Special Assistant to the President, giving information regarding the briefing he provided Senators Mansfield, Russell and Fulbright on the findings of the "Will to Persist" study. The DCI was convinced that the briefing was useful but it did little to change the views of the three Senators.
