- The French presence in South Vietnam is still considerable; property holdings are still extensive; French nationals can be found in almost every province; French is still the second language of most Vietnamese. It is not surprising under these circumstances that France is and will remain deeply concerned with the country. ... Official French policy toward South Vietnam, however, revolves around specific issues of national pride. This Memo details French policy as it is generated in Paris and French activities on the local South Vietnam scene.
