Abstract:
After several months of negotiations involving at least five countries, North Vietnam has contracted to purchase 20,000 km of military field wire from Japan. The contract is valued at $275,800, and delivery of the wire is to take place over a period of eight months beginning in July. The purchase may be an indirect reflection of Hanoi's intention to prepare for a long war as well as contigency planning against a US decision to intensify combat operations. The quantity purchased exceeds North Vietnam's probable total requirement over the next 12 months, and is considerably more than sufficient to provide one basic issue of field wire to all combat units currently supported by North Vietnam, including those in South Vietnam and Laos. Moreover, the quantity is at least twice as large as the current annual consumption of field wire by all North Vietnamese forces and the Viet Cong -- even though consumption has increased sharply since North Vietnam placed itself on a war footing at home and jumped its troop commitment in South Vietnam.
