Abstract:
There has been no indication in the public statements of North Vietnamese leaders since the 24 December cessation of air attacks that they are interested in discussing a political settlement of the war on anything but Communist terms. These terms, if fully implemented, would constitute an abject and unconditional surrender by US and South Vietnamese forces. The general theme of North Vietnamese propaganda since the lull has been a reiteration of intent to continue the fighting regardless of the current US peace initiatives.
