Abstract:
This cable give account of the two meetings between General Tran Van Don and generals Pham Xuan Chieu, Tran Thien Khiem, Le Van Kim, Mai Huu Xuan, Tran Van Minh, Duong Van Minh and Tran Tu Oai on 23 and 24 August 1963. The generals expressed their concern over the results of the Martial Law Edict and discussed the issue of control of imminent student demonstrations.
