Abstract:

Except for a slight turn for the better near the end of January which was quickly reversed by Gen. Khanh's 30 January takeover, the situation has steadily deteriorated. The Viet Cong (VC) retain the initiative, have demonstrated an ability to undertake a variety of political, terrorist and military actions at a level well above the 1962-63 average, and have managed to orchestrate these activities according to fluctuating tactical imperatives of new and in many ways unpredictable situation obtaining in South Vietnam since the overthrow of the Diem regime. The current flurry of larger-scale actions probably reflects the annual pre-Tet holiday build-up, but we can probably expect a continuing high tempo of activity after the Tet lull as the VC attempt to retain momentum to exploit and consolidate recent gains.
