Abstract:
This Memo is in response to a request from the Secretary of Defense for an assessment of alternative bombing programs. Each of the specific alternatives is evaluated separately in terms of its effects on the flow of men and materiel to the South, on losses of US pilots and aircraft, and on the risk of increased military or political pressure from the USSR and Communist China. In general, the CIA does not believe that any of these alternatives is capable of reducing the flow of military and other essential goods sufficiently to affect the war in the South or to decrease Hanoi's determination to persist in the war.
