Abstract:
First, the Memo reviews in details the political and military situation in South Vietnam, focusing on the war against the Viet Cong and its relations with the Government of South Vietnam (GVN). It then proposes a course of action consisting , basically, of 2 phases: 1) Reconnaissance, in which the US (a) seeks to gather the knowledge about developments in South Vietnam; (b)seeks to elicit from the GVN certain tangible indications that it wishes to improve its relations with the US; and, (c) provides, in return, certain tangible indications that the US, too, is interested in restoring better relations; 2) Reckoning: after a period of Resonnaissance, the US should, with some confidence, be in a position to proceed along a path----. The Memo also discusses some of the pricipal problems, hazards, and opportunities implicit in such an overall approach.
