Military situation: Viet Cong concentrates on guerilla activity; VC start using dogs; suspected regimental buildup in Phuoc Long province; Operation PIRANHA; Vietnamese and US Air Force activity. Rural reconstruction: Marked increase in Chieu Hoi returnees; experimental rallier hamlets planned for each Corps; rural reconstruction cadre training to start; Psywar directive to RVNAF.
