Abstract:
Determination of possible courses of action in Vietnam rests in part upon an identification and evaluation of the elements exerting political power. The Vietnamese political structure is still in the process of development so that these identifications can be neither precise nor enduring. Nonetheless, they may offer a useful tool. The identified elements are: the family, the military, the administration, the intellectual elite, business community, urban working class, rural classes, religious elements, minorities, and, the Viet Cong.
