Abstract:
This CIA Report presents a package of military options and negotiation tactics for the Administration to choose from. Main recommendations are: 1) Give highest priority to the security of the South Vietnamese people; full consultation with the Government of Vietnam (GVN) on US negotiating posture (but final decision in the US), plus increased pressure toward greater GVN governmental effectiveness; 2) Stick to the San Antonio formula; 3) Call up 2 divisions of reserves.
