Abstract:
General Ngo Hou, Technical Advisor to Prince Sihanouk, said that Sihanouk differred with Cambodian Prime Minister General Lon Nol over how the Khmer Rouge rebellion should be handled. Lon Nol was the only member of the Government who was willing to accept responsibility and deal with the rebellion. However, Sihanouk was afraid that Lon Nol might use excessive force to crush the subversion, whereas Sihanouk was more inclined to try to win the Khmer Rouge back through negotiations and without bloodshed.
