Abstract:
In early June 1969 approximately 50 families from a group of Cambodian refugees who had resettled in Ban Taopoun, Laos, returned to Cambodia. The refugees had orginally come from Phum Khamphouk and Phum Khoh Kraom to escape the conflict between the Cambodian Army and the Khmer Rouge and had been induced to return to Cambodia by representatives of the Khmer Rouge. The refugees had found living conditions in Laos intolerable as they had no land, food, livestock or houses. The Khmer Rouge had promised the refugees that if they returned to Cambodia and joined the Khmer Rouge they would be provided with at least their minimum needs. Only the ethnic Cambodian refugees returned. Those who were ethnic Lao remained in Laos. The refugees who did return were taken to the area along the Se (stream) Pian on the Lao/Cambodian border in the vicinity of XA 4497. The area was described as one which had been liberated by the Pathet Lao and was under their control.
