Abstract:
According to Rocum Sophon, Prince Norodom Sihanouk's Chef de Cabinet, the increasing strength and activities of the Khmer Rouge in Cambodia are becoming a serious problem. Prince Sihanouk met with Chau Seng in Paris during early February 1970 to encourage him to return to Cambodia in hope that he will convince the present Khmer Rouge members, whom Sihanouk believes are not Communists but disillusioned youth, to discontinue their illegal activities. Sophon did not explain what concessions or motivation could be offered to Chau Seng for his cooperation or to the Khmer Rouge to convince them to change their ways.
