Abstract:
The latest available word concerning Colonel Pham Ngoc Thao is that Thao is circulating freely in Saigon and is assisting in the editorship of a clandestine newspaper. The real problem with Thao seems to lie in two directions. First is the hesitancy of the present Vietnamese Government (Phan Huy Quat government) to act on its sentence of arrest and execution of Thao. The second problem is the personality of Thao himself. He has a messianic view of his role as the savior of the nation. He believes that he knows what is right and apparently cannot be swayed by offers of reward, fear of punishment or exortations to avoid creating a situation beneficial only to the VC.
